As of nov, 30 2011 Lineage II is now free to play i have heard ncsoft say that this will be 100% F2P and the cash shop will only have xp boosts i don't know for sure but try it anyways its free you can also mod this game so do with that what you will you can get it here
It was already basically F2P since there was private servers galore for the game. Then there was no real reason to play it by then since most of the actual F2P games of the time basically just used Lineage 2 as a base for it's content.
The only thing that would separate this from that would be if it's like you said - all content free. Even then though, it's not worth the time to try in my opinion. It's just a dated grind-fest.

i heard good things about this game from many people give it a try the playerbase is exploding now anyways
